Brakes dragging???

New to the Tbird life, my 66 has a bad take off problem. I can feel the brakes dragging; at least they feel that way. Once I take off, the car pulls along and then you feel a surge or release. I can stop then accelerate and you notice it. It is not an engine hesitation but a restriction. The e brake will not go up or down. There is a small lever by it, that when activated makes a vacuum sound. I did find a hose that attaches to the assembly but did not find a hook up that was visible. There are 2 units under that dash that had vacuum hook ups. I have ordered the shop service and assembly manuals, just have not arrived yet. Thanks for the help

Vacuum hose comes from the passenger side down low- hooks up to the vacuum release switch mounted on top of the steering column under the dash- then goes to the parking brake vacuum release above the kick panel. If all brakes are sticking it could be a bad master cylender -

Forgot to mention theres many things that could cause your brake problem. Bad hose fluid goes in under pressure but releases slow, Bad calipers Etc. You have to trouble shoot them

Noted you said you were new to this car. If you have not done so already, I would first do a basic review of your whole brake system. I'd start with the rear. If your books don't show up, a Chilton's or such book that has Fords from the '60's or 70's (80's?) would work as the brake system was pretty much the same design.

Pull the wheel and make sure all the hardware is installed correctly. Put the wheel back on checking for clearance. Have some one apply the brake and see if they apply, then release. Try the E brake and see if they apply and release. Move to the front and check for an apply and release.

This at least tells you if you have a problem at one wheel, two or all four. That's a good place to start. As I recall the Assembly manual is not so labeled but vacuum diagrams are in the Electrical Manual.
