Thanks to Jim 66TBird & Jim Marchione for their assistance. The relay was located under the hood on the upper center of the firewall. It is bad and is currently bypassed and my windows are working. Thanks again for your quick responce.

Don't forget to replace that relay when you can. It's not just a "power on" lockout. Having a relay inline is a major safety precaution, especially with the brittle wiring in a 45 year-old car. They're available from used parts sellers and some new on ebay.
