is their a way to test the vac liine from door lock junction under dash to the units in the door

Check for vaccum at the switch (junction ?). One vacuum line on the switch should have vacuum all the time and the others only when the switch is activated in one direction or the other. If no vacuum at the switch then the problem is somewhere between the switch and the vacuum source under the hood. If vacuum at switch when activated in either direction then the problem is somewhere between the switch and activator. I'm not sure but there may be a vacuum diagram in the left hand column on the home page of this site.
