I have a 1966 390 with air. Does the entire dash have to come off to replace the heater core?

I have a diagram of all the components behind the dash but no technical description of what order to start removing stuff. Your help is appreciated.

No, you don't have to remove the whole dash, just the lower right hand metal assembly where you bump your shins. Then you can get to the heater box and start looking for the screws to remove the back cover on it. And then you will see it. Not a diffucult job, but time consuming.
Good Luck
